KEY DRIVERS OF COMPETITION IN THE MARKET FOR BROADBAND INTERNET ACCESS
On behalf of the King County Council (Seattle area), Ernest S. Ting and Associates assisted in the deliberations of an expert panel appointed to examine technology, economic and policy issues associated with AT&T's deployment of high-speed Internet access over its cable network. The deliberations and resulting report focused on the impact of alternative public policies on availability and competition for broadband services.

ENHANCING CALIFORNIA'S COMPETITIVE STRENGTH: A STRATEGY FOR TELECOMMUNICATIONS INFRASTRUCTURE
Ernie Ting, the principal of the firm, was the project manager for this landmark state report which articulated a comprehensive strategy to make competition work in telecommunications -- particularly for innovative new broadband networking and information services. The strategy in the report is an alternative to the more conservative approach taken in the 1996 Federal Telecommunications Act.
